Lingayen PNP headed by Psupt. Jackson G. Seguin, hief of Police intensifies the conduct of Project Double Barrel and Oplan Tokhang, priority projects of President Rodrigo R. Duterte to get rid of Illegal Drugs during the first six months of his term. The PNP intends to equally address illegal drug problems in the Barangays while neutralizing illegal drug personalities and illegal drug networks operating in the country. Project Double Barrel and Oplan Tokhang were first implemented in Davao City where President Rodrigo Duterte served as Mayor for several years. Through the program, Davao City ranked fourth as Safest City not only in the country but in the world. Now it is being implemented all over the country with his PNP Chief General Ronald “Bato” Dela Rosa at the forefront.
Project Double Barrel is implemented through “Oplan Tokhang” (Lower Barrel Approach) and “Oplan HVT” (Upper Barrel Approach) Oplan Tokhang is a practical and realistic means in accelerating the drive against illegal drugs in affected Barangays through the conduct of house to house visitations to persuade suspected illegal drug personalities to stop thier illegal drug activities. The Five (5) Stages involved in Oplan Tokhang include: the Collection and validation of information stage; Coordination stage; House to house visitation stage; Processing and documentation; Monitoring and evaluation. Oplan Tokhang is derived from the Cebuano word “Toktok-Hangyo” meaning “Knock and Plead”, where the police personnel knocks the doors of an alleged drug user or pusher, encouraging him/her to surrender for monitoring and further assessment; gathering the homeowners and requesting for their cooperation with the police.
On the other hand, Oplan HVT is a massive and invigorated conduct of anti-illegal drugs operation targeting illegal drug personalities and drug syndicates. The Internal Cleansing involves the arrest and prosecution of PNP Personnel through the conduct of counter-intelligence operation to identify those who are engaged in unlawful activities such as but not limited to; illegal arrest, unlawful detention, hulidap,bangketa/areglo or case fixing, recycling of confiscated drugs, planting of evidence, bungling of drug cases or acting as protectors, coddlers, even financiers of drug personalities. It also includes the continuous drug testing of all PNP Personnel and filling of appropriate charges against those who will be found positive in order to ensure drug-free workplace in all PNP Offices to improve the image and credibility of the police in the anti-drug campaign.
