2022 SGLG EVALUATORS CONDUCT ASSESSMENT IN LINGAYEN

The Seal of Good Local Government (SGLG) Post Assessment for the Municipality of Lingayen was conducted yesterday, April 25, 2022.

RA 11292 of the SGLG programs was promulgated by the Department of Interior and Local Government (DILG) in 2014 to ensure the integrity and good performance of every local government unit (LGU) in the country. For the SGLG 2022, the implementation of the whole-of-government approach was put in focus.

Consequently, representatives from DILG conduct yearly evaluations of all the services provided by each LGU including all of its departments.

Two evaluators from it DILG, Czarina S. Carriaga and Domiciano N. Soriano Jr.; and one from Council Reforestation and Family Value, Rodolfo Soriano, conduct actual inspection of the different department offices in the municipality of Lingayen to assess the municipality’s performance for 2022 SGLG.

2022 SGLG highlights the key governance areas namely: financial administration and sustainability; disaster preparedness; social protection and sensitivity; health compliance and responsiveness; sustainable education; business-friendliness and competitiveness; safety, peace, and order; environmental management; tourism, heritage development, culture and arts; and youth development.

Respective to the above-mentioned key areas, the three evaluators designated themselves and visited the Municipal Disaster Risk Reduction and Management Office (MDRRMO), Senior Citizen Office, Basing Evacuation Center, Quibaol Material Recovery Facility, Beach/Coastal Areas, Lingayen MDRRMO Satellite, Lingayen Tourism Center, Rural Health Units, Public Market, and the Municipal Office of Lingayen.

Duly, sit-ins with the department heads were also conducted by the evaluators. The concerned departments presented various documents necessary for the evaluation of transparency and accountability.

The initial assessment of the three evaluators shows a positive outcome. They praised the demonstrated unity among the various departments in Lingayen. The evaluators further said the Municipality of Lingayen is unique in terms of its governance compared to other municipalities they had visited for the SGLG assessment.

Nevertheless, before the pandemic, under the supervision of the Local Government Performance Management System-SGLG of DILG, Lingayen was one of the chosen municipalities in the province that underwent the Field/Pilot Testing.

Mayor Leopoldo N. Bataoil expresses his delight in the initial assessment given by the evaluators. He said he has high hopes that Lingayen will be awarded the 2022 SGLG award and promises to continue upholding good governance under his administration. (MIO)
