EXECUTIVE-LEGISLATIVE AGENDA (ELA) 2026–2028 Inclusive, Deliberate, Achieving, Yielding

From November 4–6, 2025, at Park Inn by Radisson, Clark, Pampanga, Lingayen’s leaders held a three-day Strategic Planning Workshop for the implementation of the ELA–LDIP 2026–2028 and updating of the CLUP–CDP. The workshop featured sectoral and intersectoral consultations, prioritization of Programs, Projects, and Activities (PPAs), and discussions to strengthen executive-legislative coordination. Flagship Programs and the Capacity Development Agenda 2026–2028 were presented, and the three days concluded with a ceremonial Pledge of Commitment, synthesis of key takeaways, and recognition of participants. The event highlighted collaboration, strategic planning, and actionable governance, reinforcing the municipality’s commitment to inclusive, people-centered, and sustainable development.
