Implementing the Traffic Scheme Along the Binmaley-Lingayen via Quibaol Road (Baay Singit)

***EXECUTIVE ORDER NO. 80, SERIES OF 2023
IMPLEMENTING THE TRAFFIC SCHEME ALONG THE BINMALEY-LINGAYEN VIA QUIBAOL ROAD (BAAY SINGIT)
WHEREAS, every local government unit should promote the safety and well-being of its constituents;
WHEREAS, the Binmaley-Lingayen via Quibaol Road (Baay Singit) has been identified as a key traffic intersection, heavily congested during rush hour, and causing inconvenience to motorists and pedestrians alike;
WHEREAS, from June 7 to 17, 2023, the Public Order and Safety Office conducted a trial run of a traffic scheme wherein heavy vehicles were advised to take the alternate route of the Brgy. Quibaol Dike instead of taking the Baay Singit Road in going to the eastern and western parts of the Province;
WHEREAS, on July 31, 2023, the Sangguniang Bayan of Lingayen passed SB Resolution No. 474, S-2023, requesting the Municipal Mayor to issue an Executive Order implementing an effective traffic scheme along the Baay Singit Road, formally known as the Binmaley-Lingayen via Quibaol Road;
WHEREAS, after careful study, the Public Order and Safety Office submitted their proposed traffic scheme with five (5) intersection points, as can be seen in the attached map which is made an integral part of this Executive Order;
NOW THEREFORE, by virtue of the powers vested in me by law, I, Leopoldo N. Bataoil, hereby order as follows:
Section 1. All vehicles from the national road are allowed to go down the Binmaley-Lingayen via Quibaol Road, otherwise known as Baay Singit (See Intersection 1).
Section 2. All vehicles coming from the Quibaol-Nansangaan Road are prohibited from entering the Binmaley-Lingayen via Quibaol Road (See Intersection 2). Instead, they are advised to use the alternate route of the Urbiztondo-Lingayen Road, otherwise known as the Quibaol Earth Dike (See Intersections 3) and Romulo Highway (See Intersections 4 and 5) in going to their destination.
Provided that those residing along the Binmaley-Lingayen via Quibaol Road are exempted from the application of this Section.
Section 3. This Executive Order shall take effect immediately upon its issuance.
