LGU Lingayen Funds “Are Properly Accounted For” — COA

In its Cash Examination Report on Cash Accountable Officers of the Municipality of Lingayen, the Commission on Audit (COA) cited a positive result of their cash examination from the December 14, 2021-November 8, 2022 of all the government funds of the local government of Lingayen.

The COA, in said report, stated, “We have noted that all government funds in the hands of Lilibeth A. Manaoat [Municipal Treasurer] are actually existing and properly accounted for.”

Further, the COA noted that established petty cash fund by disbursing officer and petty cash custodian Neobert Santos has been correctly recorded and fully accounted for following laws, rules and regulations. All reflected entries in the municipal ledger and cashbook are correctly stated as well, COA added.

Mayor Leopoldo N. Bataoil was very pleased to learn about this report from COA. “This serves as manifestation that the local government employees of this beloved capital town are doing their best to promote good governance and that accountability and transparency have remained as our core values with respect to all our transactions”, he said.

Ensuring the public of transparency, the Mayor then reminded all the members of the local finance committee and all municipal employees to practice transparency and accountability in service at all times.

Meanwhile, the Municipal Treasurer’s Office recorded P100M local income, a highest recorded income as of October 6 this year compared to around P81.5M of the same comparative period last year.

For two consecutive years now, LGU Lingayen likewise had been receiving Unmodified Audit Opinion affirming the fairness of the presentation of financial statements for CY 2021 and 2022.

“Bihirang makatanggap ang mga government offices ng ganyang rating. Highest rating po yan na binibigay ng COA. First time po tayong makatanggap ng Unmodified Audit Opinion for 2021 then 2022 ulit. Sign of good governance, fiscal management, and transparency in government transactions po”, Municipal Accountant Nelson Gumapos said.

The Unmodified Audit Opinion means that LGU Lingayen complied with all the statutory accounting and auditing rules and regulations on true and fair reflection of financial condition, position, and operations. Financial reports are submitted on time and properties are fully accounted and undergo regular physical inventory. (MIO)
