LINGAYEN LGU PREPS FOR THE 2022 SGLG IMPLEMENTATION

The Local Government Unit (LGU) of Lingayen conducted an orientation regarding the 2022 implementation of RA 11292 or the Seal of Good Local Governance (SGLG) program: Pagkilala sa Katapatan at Kahusayan ng Pamahalaang Lokal involving all of its departments on March 24, 2022.

The orientation discussed the modifications made under the 2022 SGLG, thus, the initial preparation for its implementation. The SGLG was organized by the Department of Interior and Local Government (DILG) to serve as a motivation ensuring the integrity and good performance from each local government unit (LGU) in the country.

Pursuant to DILG Memorandum Circular No. 2022-026, SGLG 2022 remains as a progressive assessment system used to give the remarkable LGUs distinctions. It is to reimpose and sustain to each sector of the LGU the upholding of transparency and accountability, cultivation of proactive actions, and furtherance of both national and international developmental goals.

Mr. Calvin Nollie Julius Lubrin, program manager from DILG Pangasinan and the resource speaker, highlighted the qualifications for the SGLG award.

SGLG 2022 reaffirmed the whole-of-government approach that includes the key governance areas namely: financial administration and sustainability; disaster preparedness; social protection and sensitivity; health compliance and responsiveness; sustainable education; business-friendliness and competitiveness; safety, peace, and order; environmental management; tourism, heritage development, culture and arts; and youth development.
Accordingly, the above-noted governance areas must be passed by a local government to qualify for the SGLG award—maintaining the “All-in” principle.

Mayor Leopoldo N. Bataoil promised the DILG that Lingayen will keep on improving, setting an example and standards as a capital town. “SGLG will prove once more the quality of service we give in Lingayen. I assure you that we will live-up to your expectation”, the mayor stressed.

It can be recalled that due to the pandemic, SGLG awards was suspended but Lingayen was one of the chosen municipalities in the Pangasinan that underwent the Field/Pilot-Testing last year under the supervision of the Local Government Performance Management System- Seal of Good Local Governance (LGPMS-SGLG) of DILG.

Fiscal Year 2021 will be the coverage of the evaluation and assessment of the SGLG 2022.

Also, Lingayen has consistently attained the standards to be entitled to the SGLG. (MIO)
