
LINGAYEN PASSES GOOD FINANCIAL HOUSEKEEPING STANDARDS
The municipality of Lingayen is one of the local government units LGUs which passed the Good Financial Housekeeping (GFH) standard of the Department of the Interior and Local Government (DILG).
An official list released by the DILG’s Bureau of Local Government Supervision showed that 1,306 municipalities in the country have complied with the GFH standards as of January 31, 2020.
This GFH standard recognizes financial transparency of LGUs and compliance with accounting and auditing standards, rules, and regulations.
According to the DILG, they have used the following criteria in determining which LGUs pass the GFH: 1) Most recent available Commission on Audit Audit Opinion is Unqualified or Qualified for 2017 or 2018; and 2) Compliance with the Full Disclosure Policy (FDP), which involves the posting of financial documents in 3 conspicuous places and in the FDP portal for all quarters of 2018 and the first quarter of 2019 posting period documents.
The GFH is one of the area assessments of the Seal of Good Local Governance (SGLG), which is an award, incentive, honor and recognition-based program for all LGUs, aimed at further motivating LGUs to continuously work towards progress and improve their performance and commitment.
The SGLG awards LGUs that have shown excellence in internal housekeeping and rewards them through monetary assistance and priority access to the DILG’s programs and capacity development assistance. SGLG awardees can avail of the Performance Challenge Fund that may finance local development initiatives.
Lingayen has consistently attained the standards to be entitled to the SGLG. (MIO)
